A male, 17, from the 500 block of Congress Street, was stopped on Fifth Avenue and charged with fourth-degree grand larceny, third-degree unauthorized use of a vehicle, criminal possession of stolen property, third-degree aggravated unlicensed operation, passing a stop sign and driving without a license.
